It was unclear whether Luffy holds the upper hand over Zoro before the time-skip or vice versa.

However, following the time-skip, Zoro shown incredible development, to the point that it appeared that he had overtaken his captain despite not having faced a single deserving foe.
He has dominated all of his opponents since the time skip.

Furthermore, Zoro's quick defeat of Hody in the water reinforced the aforementioned notion.
Though Hody was upgraded, it should be noted that Luffy fought Hody primarily on land.
Yet under water, Zoro essentially one-shot common Hody (who is still not a nobody).

Up until the Luffy who rode momonoske to challenge Kaido once more, the current Zoro, who has conquerors haki on all three blades, can certainly defeat every iteration of Luffy, including travelling into Onigashima.

From this moment on, he is losing to Luffy.
While Luffy had superior skills in every aspect of warfare imaginable, his fourth-round battle with an intoxicated Kaido without equipment would be the hardest he would ever have to endure.
Among the Straw Hat Pirates, Zoro has always come in second to Luffy, but Luffy has almost always maintained an advantage over Zoro.
